The Town’s water By-law requires that all property owners supplied with water and wastewater services, regardless of whether the water service is turned on or off, be charged the monthly base charge. The By-law sets rates after a formal and detailed rate study is done to analyze the costs to supply water and maintain the infrastructure that delivers water to our residents. There are costs to maintain the system that don’t fluctuate based on consumption and must be covered through our rates. This is the reason our rate system includes both fixed charges in addition to those that are based on consumption.
Some residents may not be utilizing the water (for example, on serviced vacant lots), however the property is still serviced and at any time a meter can be installed and water consumed. The Town must apply the charges consistently in accordance with the By-law and is unable to apply exemptions on a case-by-case basis.
