Affordable Housing Subsidy Program
The Town of Essex Affordable Housing Subsidy Program provides financial assistance to eligible non-profit housing providers seeking provincial or federal funding for affordable housing projects.
The program helps offset the cost of professional studies and reports that are often required as part of senior government funding applications. By reducing these up-front costs, the Town aims to support the creation, preservation and redevelopment of affordable housing within the municipality.
Who Can Apply?
Applicants must meet all of the following requirements:
- Be a non-profit affordable housing provider.
- Be the owner of the property or have written authorization from the property owner to apply.
- Propose an affordable housing project located within the Town of Essex.
- Schedule a pre-application meeting with the Town before beginning any work.
- Be applying for provincial or federal grant or loan funding related to affordable housing.
- Submit all required supporting documentation.
Eligible Studies
Funding may be provided for the following professional services:
- Building Condition Assessment
- Capital Replacement Plan
- Market Analysis or Business Plan
These studies must support an affordable housing project and be required as part of a provincial or federal funding application.
Funding Available
Eligible applicants may receive:
- 100% of eligible costs
- Up to a maximum of $2,000 per applicant per fiscal year
Funding is subject to available budget.
How the Program Works
Obtain a quote from the consultant completing the eligible study.
Complete the online application and upload the required documents.
Town staff will review the application and determine eligible funding.
Complete the approved study.
Submit:
- Final study or report
- Final invoice
within 30 days of completion.
Once approved, the Town will issue payment directly to the consultant or professional service provider.
Required Documents
Applicants should be prepared to provide:
- Property owner authorization (if applicable)
- Consultant quote
- Description of the affordable housing project
- Information about the provincial or federal funding program being pursued
- Final study/report (after completion)
- Final invoice
Additional documentation may be requested during the review process.
Conditions
Please note:
- Applications are not retroactive.
- Work must not begin before the pre-application meeting.
- Approval does not guarantee funding if annual program funds have been exhausted.
- The Town reserves the right to verify all submitted information and determine eligible costs.
- Grants will not exceed the approved funding amount, even if final costs are higher.
