Maidstone Avenue and Talbot Street Intersection Project Update

Construction is progressing well on the Maidstone Avenue and Talbot Street Intersection Improvements project and remains on schedule for the intersection to reopen at the end of November or early December, depending on weather conditions.

The contractor has completed the watermain tie-ins and continues underground servicing work. Installation of the new storm sewer along Maidstone Avenue has begun, starting at Bell Avenue and progressing eastward. Underground servicing is expected to continue for approximately two more weeks before work shifts increasingly toward roadway and intersection reconstruction.

The majority of the project is expected to be complete when the intersection reopens. Some seasonal finishing work, including line painting and certain crosswalk improvements, may need to be completed in spring 2027 due to weather conditions.

Why does the intersection need to remain fully closed?

The full closure allows the contractor to complete underground infrastructure and intersection reconstruction safely and efficiently.

At the Town’s request, the contractor assessed whether a partial reopening could occur before the project is substantially complete. Based on the current stage of construction, the contractor advised that maintaining the full closure remains the safest and most efficient approach.

The closure has also allowed the contractor to address unforeseen underground utility conflicts and infrastructure issues while keeping the project on schedule. Reintroducing traffic into the work zone would require additional traffic control, increase costs and safety risks, and could delay completion into less favourable weather conditions.

Improving the Detour Experience

Designated detour routes and traffic-control measures are currently in pace. The Town is developing additional signage and communications, including:

• Estimated travel times for designated detour routes;
• Simplified detour maps for motorists, truck drivers, and pedestrians; and
• Town-branded ‘Worth the Drive’ signage reminding motorists that local businesses remain open and accessible.

Pedestrian Access and Business Support

Pedestrian safety and accessibility remain priorities throughout construction. Temporary pedestrian routes, crossings and traffic-control measures are being provided where existing routes are affected, while access to businesses and properties is maintained wherever reasonably possible.

The Town continues to work with Essex District High School and the contractor to address traffic and pedestrian safety concerns, particularly during arrival and dismissal periods.

Businesses remain open and accessible throughout construction. The Town is launching a campaign entitled ‘Worth the Drive’ to support local business during the construction period. The Town is also working with the Essex Centre BIA on an initiative to encourage residents and visitors to continue supporting local businesses during the closure.

Long-term improvements

While the project is creating short-term challenges for the community, the completed improvements will provide significant long-term benefits, including:

• Improved traffic operations and turning movements;
• Upgraded traffic signals and cyclist signals;
• New sidewalks and active transportation connections;
• Improved watermain and storm sewer infrastructure;
• Upgraded street lighting; and
• A reconstructed roadway and intersection.
