The Study

The Town of Essex comprises four urban communities: Essex Centre, Harrow, Colchester, and McGregor. Each community generally operates its own water, sanitary and stormwater infrastructure, with the exception of McGregor, which relies on the Town of Amherstburg for water and sanitary servicing. The Town has previously completed several individual Class Environmental Assessment studies, primarily focused on sanitary sewer and stormwater systems, with fewer studies addressing water services. Many of these studies are nearing their validity periods, and recent growth has required infrastructure extensions and upgrades not anticipated in previous studies. As a result, the Town of Essex is initiating this study to develop a Master Plan that will provide a comprehensive and strategic framework for municipal water, wastewater, and stormwater servicing across the study area.

The Process

The Town of Essex is undertaking a Master Servicing Plan (MSP) in accordance with Approach #2 of the Municipal Class Environmental Assessment (MCEA) process. The MSP will include detailed assessments to meet the requirements of Schedule B projects and serve as the basis for future investigations of specific Schedule C projects. The MSP will satisfy Phase 1 (problem or opportunity identification) and Phase 2 (evaluation of alternative solutions) of the MCEA process. For any Schedule C projects identified, Phase 3 (evaluation of alternative design concepts) and Phase 4 (preparation of an Environmental Study Report) will be completed through a separate MCEA study.

Public Consultation

This notice of study commencement marks the initiation of the public consultation process for this project. Throughout this project the public will be invited to attend public open houses where interested individuals can learn more about the project, ask questions, and submit feedback to the project team.
