Office of the CAO

The Office of the Chief Administrative Officer (CAO) exercises general control and management of the administration of our local government. The CAO provides strategic direction to the organization in alignment with Council priorities and provisions of the Municipal Act and other legislation.

The four strategic priorities identified in Council's Strategic Plan for 2023-2027 are as follows:

  • Safe and Reliable Infrastructure: Embrace asset management best practices to build, maintain and continuously improve our municipally owned infrastructure.
  • Jobs and Economic Opportunities: Leverage our Town’s competitive advantages to promote jobs and economic investment.

  • Responsible and People-Focused Government: Deliver friendly customer service in an efficient, effective, and transparent manner while providing an exceptional working environment for our employees.

The day-to-day business of operating the Town is the responsibility of the CAO, who is the senior manager appointed by Council. The CAO is the head of staff for the municipality and through the various departments is responsible for providing and maintaining essential services.

The CAO also acts as a liaison between staff and Council, providing support in the areas of policy, planning, budgeting, and community development.

The Office of the CAO is also responsible to ensure effective communication with Council and citizens and to attract, retain and develop high-performing staff.

Responsibilities of the Office of the CAO

The Strategic Communications Department manages all communications for the Town of Essex. As the primary resource for corporate communication services, the office is engaged in the following activities:

  • Media relations: Drafting media releases, media advisories and communication plans, liaison with news reporters, monitoring media coverage
  • Website and social media management: Enabling civic engagement by posting information on the Town's website and social networking sites.
  • Corporate marketing: Marketing and promotion of facilities, programs and services, providing marketing support to Council, staff and committees.
  • Corporate branding: Brand protection and adherence to logo and graphics standards.
  • Emergency Communications: In the event of an emergency, assisting the Emergency Operations Centre as the Emergency Information Officer.
