Legal and Legislative Services

Legal and Legislative Services carries out a variety of duties for The Corporation of the Town of Essex, as defined by the Municipal Act and as directed by Council.

Responsibilities of the Legal and Legislative Services Department

The Legal and Legislative Services Department supports Town Council and municipal operations by providing legislative, administrative, and legal services in accordance with provincial legislation and Council direction.

The department is responsible for Council and committee support, municipal records and by-laws, elections, licensing, and Freedom of Information requests. It also delivers legal advice to Council and staff, coordinates court and tribunal matters, and oversees corporate insurance and risk management.

In addition, the department administers marriage licences, death registrations, lottery licences, and other statutory responsibilities on behalf of the Province of Ontario.

The Town of Essex By-Law Enforcement Team is responsible for the investigation and enforcement of municipal by-laws. In some instances, the OPP and other provincial agencies may be required to assist with Town by-laws or other provincial regulations.

By-law Enforcement Officers have responsibilities in the following five areas:

  • Providing public education
  • Conducting inspections
  • Responding to complaints
  • Issuing warnings
  • Applying penalties, when necessary
