Infrastructure Services

The Infrastructure Services Department is responsible for the planning, operation, and maintenance of the Town’s core infrastructure. This includes roads, sidewalks, bridges, water and wastewater systems, stormwater management, and more. The department works to ensure safe, reliable, and sustainable infrastructure that supports the community’s quality of life and long-term resiliency.

Responsibilities of the Infrastructure Department

As a division of Infrastructure and Development, the Operations Department is responsible for providing services for the Town of Essex in the following areas:

  • Municipal road maintenance and street repairs
  • Road grading and dust control
  • Snow removal and salting
  • Signs and traffic signals
  • Street trees
  • Sanitation and roadkill removal
  • Storm sewers

As part of Infrastructure and Development, the Environmental Services Department provides services to Essex residents in the following areas:

  • Operation, repair and maintenance of the Town’s water distribution system, including emergency repairs
  • Repairs to and replacement of water meters
  • Flushing over 700 fire hydrants and dead end water mains within the system
  • Resolving customer complaints regarding water billings
  • Operation, repair and maintenance of the Town’s sewage collection system

The Ontario Clean Water Agency has been contracted to operate and maintain the Essex Pollution Control Plant and the Harrow and Colchester South Water Treatment Plant.

As part of Infrastructure and Development, the Drainage Department provides services in the following four areas:

  • Maintenance and repair of municipal drains
  • Relocation of drains
  • Ditch maintenance
  • Service and guidance to landowners with drainage problems

As a division of the Infrastructure Department, the Capital Works divisions coordinates the ongoing maintenance and renewal of our infrastructure system. Having a solid infrastructure is vital to the economic prosperity and social and environmental well-being of our community.

Capital works projects are undertaken in the following three areas:

  • Facilities, including recreational facilities, administration offices and community structures;
  • Equipment, including vehicles and maintenance equipment; and
  • Engineering structures, including roads, sidewalks, bridges, water and waste-water distribution and treatment systems.
