Anytime you are doing work on a roadway or occupying that road, including making changes to the boulevard, a driveway entrance, or ditch portion of your driveway, you must get permission from the road owner.
The Town of Essex issues a variety of road permits that grant you permission to use, modify, or change our road allowances. If you are not sure if you are making changes to a town-owned road, please contact us at 519-776-7336 for assistance.
If the property is located on a County Road, contact the County of Essex for permit requirements.

Driveway Entrance Permit |
This permit is required when making changes to the boulevard or driveway. This permit application should be submitted when:

Utility Construction - Municipal Consent Permit |
A Municipal Consent Permit is the municipality's authorization for a utility to occupy a specific location within the Town's right-of-way. This permit is required by Utility Companies and Contractors performing Activity or Works within a Highway, Right of Way or Road Allowance. |
Road Occupancy Permit (ROP) |
This permit is required prior to any work or activity that will encroach onto the Town’s right of way (not for entrances or Municipal Consent) (i.e. scaffolding, sidewalk closures, placement of garbage bins). |
Lot Servicing Permit |
This permit is required for servicing a lot with municipal Storm, Water or Sanitary connections. This does not apply to subdivisions and Site Plans. The Property owner is responsible for retrieving this permit from the Town of Essex when servicing their lot. Contractors must be on the Licensed Contractor’s list to conduct servicing in the Town’s right-of-way. |
Licensed Contractor Application |
This application is required to become a Licensed Contractor, certified to complete underground lot servicing in the Town of Essex. For more information, please review the Licensed Contractor Policy. |
Heavy Load Permit |
The Town of Essex issues moving permits for wide load and/or heavy vehicle use on roadways, when traffic loading is in excess of Class B rating and is travelling outside of the Authorized Heavy Traffic Routes. |
