The Harrow Streetscape project is designed to support the Harrow community with significant investments in the built environment in the downtown core. This project includes a variety of streetscape elements including AODA-compliant sidewalks/crosswalks, curbing, bicycle racks, landscape treatments and plantings, and new street lighting. In addition to the streets, urban design improvements will occur in special areas such as significant intersections, gateway entrances, and accessibility challenges.
Streetscape Style
The Farm Roots style is founded on Harrow’s strong connection to the farming community and related farming activities, food production and packaging. Materials and shapes are reminiscent of wood packaging crates, galvanized water troughs, wine barrels, bushel baskets and barn construction.
Project Area
The project will impact the following area: Queen Street from Colio Drive to King Street, King Street from Erie Street North to Walnut Street South, and McAffee Street from King Street to Wellington Street. See key map below.
Project Timelines & Background
- June & July 2018: The Town of Essex appointed consulting firm Stempski Kelly Associates Inc. to engage the Harrow community and create a Harrow Streetscape Plan which includes design guidelines and elements inspired by community members.
- March 2020: The Town of Essex appointed Stantec Consulting Ltd. to provide engineering services to design, assist in procurement, and administer the Harrow Streetscape Project.
- November 2020: The Town officially announced grant funding for the Harrow Streetscape Project through the Rural Economic Development grant from the Ontario Ministry of Agriculture, Food and Rural Affairs.
- November 2020: The Town issued a Request for Tender inviting companies to submit their price to complete construction of the Harrow Streetscape Project.
- February 2021: Council awards the the construction tender to J.C.S. Construction Inc., for $4.6 million.
- April 2021: Construction begins.
- Fall 2021: Estimated completion for streetscape project.

What is a streetscape? |
Streetscape is a term is used to describe the natural and built fabric of the street, and defined as the design quality of the street and its visual effect. The concept recognizes that a street is a public place where people are able to engage in various activities. Streetscapes and their visual experience largely influences public places where people interact, and it ultimately helps define a community’s aesthetic quality, economic activity, health, and sustainability. |
Are businesses open? |
Yes, all businesses in the project area remain open. Vehicles and pedestrians will be permitted to enter the construction site only for the purpose of accessing businesses. Otherwise, drivers should use the marked detour routes. |
Streetscape Hotline & Problem Reporting
- If residents and business owners have questions or encounter a problem, they can now use the Harrow Streetscape Project Hotline by calling 519-776-7556 ext 1044. The hotline will be staffed during regular business hours (8:30am to 4:30pm). Callers will also have the option to leave a voicemail message outside of business hours.
- Submissions can also be made online through the EssexWorks Online Report a Problem System. A new streetscape-specific category has been added to the system to assist with gathering and tracking submissions related to the project.
Support for Businesses
- Local business owners impacted by the Harrow Streetscape Project are invited to submit their information for free space in an upcoming local newspaper feature. Submissions to the Harrow Streetscape Special Business Directory will be accepted until Friday, June 25 at 4:30pm.
