Notice of Study Commencement: Hanlan Street Extension

The Town of Essex, in consultation with BT Engineering, has initiated a Municipal Class Environmental Assessment (Class EA) Study for the planning and preliminary design of the Hanlan Street Extension from Fairview Avenue West to Gosfield Townline (County Road 23). The proposed improvements will address the transportation needs identified in the Transportation Environmental Study Report Addendum for the westerly portion of Highway 3 and accommodate all road users, while supporting the existing institutions, businesses, and planned development growth.

STUDY PROCESS

The Hanlan Street Extension Class EA is being conducted as a Schedule ‘C’ project under the Municipal Class Environmental Assessment (2007), as amended in 2015. The Study will complete all necessary phases of the Municipal Class EA to receive environmental clearance for construction.

PUBLIC CONSULTATION

A draft Study Design was prepared to describe the project scope, study approach, need and justification, study process and preliminary alternatives. Review the full report attached below.

A Community Café is being held to listen to stakeholders’ concerns and help define the project scope and issues. Persons wishing to participate in the Community Café should contact the Class EA Project Manager below to register.

Time: 6:00 to 8:00 pm
Location: Shaheen Room, Essex Centre Sports Complex, 60 Fairview Avenue West, Essex.

Public Information Centres (PIC’s) will also be held during the study with notices being placed in the Essex Free Press and on the Town’s website.

There is an opportunity at any time during the Class EA process for interested persons to provide comments.  All information will be collected in accordance with the Freedom of Information and Protection of Privacy Act (2009). With the exception of personal information, all comments will become part of the public record. Persons will be advised of future communication opportunities by electronic notice.
